Current work pass requirements

These are the current work pass requirements for pass holders (foreign domestic workers (FDWs), work pass holders and their dependants):

Updated as of 4 September 2020

Card registration

Pass holders can make an appointment with our Employment Pass Services Centre or Hall C of MOM Services Centre for card registration.

Please do not make an appointment for the following groups of pass holders yet:

Pass holders who Please only make an appointment after they have
Need to do a medical examination, as stated in their in-principle approval (IPA) letters, and have not done so.

Completed the SHN / QO or their test results confirm they are cleared or have recovered from COVID-19, whichever is later.

We will continue to extend the expiry dates of notification letters and card registration due dates to give pass holders time to make an appointment. No hard copy letters will be issued for this extension.

In the meantime, they can remain in Singapore with their notification letters or card replacement letters. Those who telecommute or work in permitted services approved by MTI may use the letters as proof of the validity of their passes.

Card delivery services

For pass holders who are:

  • Required to visit our services centres for card registration, we will deliver their cards 4 working days after they have completed the card registration and their documents have been verified.
  • Not required to visit our services centres, we will deliver the cards 4 working days after their documents have been verified.

Authorised recipients will be notified of the delivery by SMS or email at least 1 working day before the actual date.

Medical examinations for pass holders

Most clinics would have resumed six-monthly medical examinations (6MEs), medical examinations for issuance and renewal of passes.

To avoid a long wait at clinics and ensure the pass holders’ safety, please make an appointment with clinics before sending them there.

For issuance and renewal of passes, the IPA letter will indicate whether pass holders need to do a medical examination.

For those who do not need to do a medical examination, you can proceed to get their passes issued and make an appointment for card registration, if applicable.

Workers who need trade certification (e.g. CSOC or MSOC) to get their Work Permits issued or renewed

All in-person WSH training has resumed. Workers will be given time to complete their training. For workers whose Work Permits were:

  • Issued without the trade certification, they must complete their training before 1 January 2021. We will notify employers to send the workers for training.
  • Renewed without the trade certification, they must complete the training before their next Work Permit renewal

From 1 January 2021, workers must complete their training before you can get their Work Permits issued or renewed.

Settling-in Programme (SIP) for foreign workers and FDWs

SIP for Details
Foreign workers employed by businesses

SIP for workers has been suspended. You can still proceed to get Work Permits issued.

Once the SIP has resumed, we will contact you by post to send your workers for it. They will be given 1 month to complete their SIP.

FDWs

SIP for FDWs will resume on 13 July 2020.

If your FDW’s Work Permit has been issued and she has not completed her SIP, we will contact you by email and post. You will need to send her for the SIP by 11 August 2020

Cancellation of passes and extension of stay

If you have cancelled the pass and need more time to send your pass holders home (e.g. unable to get flights or they are on SHN), you can request to extend their stay in Singapore.

While we are progressively re-opening our borders, approvals for any new applications are still limited. You may continue to apply passes for foreigners who are already in Singapore.
